I don't know that we can actually change it. I do have one PRL on my computer that will prefer to roam to Sprint if there is no Verizon reception available which, believe it or not, actually happens sometimes. There is other things to test as well.

You must have your respected device's drivers installed prior to starting. It could be the most important one. The reboot command itself works through Terminal Emulator just fine; I use "reboot recovery" all the time through it.
Restoring from someone else's will modify these values, possible to give you better service maybe but more then likely going to give you more problems then anything.
Looking to see if perhaps build is needed I spoke with Verizon and they want me to pay for a booster so I can receive a service I evrizon already paying them for.
